If you want film scanning for 35mm, try and grab a second hand Minolta Scan Dual II or III from Fleabay (Scan Dual I is okay, but unfortunately is SCSI). Or a Nikon Coolscan.
If you want to buy new, have a look at the Epson Perfection V500/V700/V750 flatbed lines. Awesome for MF/LF, good enough for 35mm so long as you're not expecting to make drum scanner style enlargements.
Give us a number, I'll give you an option (or attempt to). It's something you need to put a little investment into to even get reasonable results.
~100 GBP - 150 GBP should get you a Scan Dual II.
Just keep your eyes open on fleabay for a few weeks. One will turn up. Be sensible, and it's yours for sensible money. I'd offer you my Scan Dual I and the SCSI card, but it's currently in use at my parents.
