wondering if the CPU should come with some thermal paste to go betwixt it and the CPU fan...

Don't seem to these days - there's normally some form of pre-applied layer on the heat-sink (with a removable film over it for shipping). Just resist the temptation to keep taking the sink on and off the CPU package :-)

Does the fan have one of those sticky thermal paddy things with it?
Mine did last time I upgraded.
Forums say not as good as proper paste, but adequate for the likes of me who don't overclock to extreme
Mind you I still run my pc without the case on, cause there is a more fundamental motherboard heating problem elsewhere, that I cant be bothered throwing money at

fan has some grey strips underneath, but no mention of it in the instructions! Loathe to try and peel stuff off things when I've not explicitly been told to...

*nods* there are three small grey strips on the fan's contact surface, but no mention of peeling things off in the instructions. Loathe to prod it around *too* much.

All the fans I've ever bought have had a square brown patch of goo on the bottom covered by a clear transparent film. You peel off the film and attach the fan to the CPU. And no, there are never instructions to warn you of this!

In your case I'd touch the grey bits very lightly with the end of pencil, to work out if they're goo, or a layer of plastic covering the goo. If it's, er, gooey, then just attach the fan. If it's not gooey to touch, then find the edge of it and peel it off to reveal the actual goo.

If the gray strips are not gooey, go out and buy some thermal paste!!!!!!!!! It's definitely worth it.
