All the fans I've ever bought have had a square brown patch of goo on the bottom covered by a clear transparent film. You peel off the film and attach the fan to the CPU. And no, there are never instructions to warn you of this!
In your case I'd touch the grey bits very lightly with the end of pencil, to work out if they're goo, or a layer of plastic covering the goo. If it's, er, gooey, then just attach the fan. If it's not gooey to touch, then find the edge of it and peel it off to reveal the actual goo.
